WHAT IS MANKARA?

Mankara is a new way of living for over 55s and dependent people and has community and connection at its absolute core.

WHERE IS THE DEVELOPMENT LOCATED?

51 and 52 Bickley Crescent, Manning. The development is in a cul-de-sac and the cul-de-sac will remain once the development is built.

The development is near established schools, shops, amenities and parks in the City of South Perth.

WHAT IS THE MEANING OF THE NAME?

Mankara represents the merging of two communities: Manning and Karawarra.

WHAT DOES THE DEVELOPMENT COMPRISE?

Mankara comprises of:

  • 82 strata titled apartments in total with 49 on the East side (Stage 1) and 33 on the West Side (Stage 2)
  • A ground floor café and community centre open to the whole community
  • Open gardens and courtyards (the communal areas are designated as non-smoking areas)
  • Car parking including disabled bays for each apartment
  • Public art that is informed by the history of Southcare and helps connect to the community it serves


The apartments are designed to meet the Liveable Housing Design Guidelines so homes are safer, more comfortable and easier to access for people of ages and abilities. The configuration includes:

  • 60% 2 bedrooms x 2 bathrooms
  • 20% 1 bedroom x 1 bathroom
  • 10% 2 bedrooms x 1 bathroom
  • 10% 3 bedrooms x 2 bathrooms


Solar Panels will be installed on the roof providing electricity to apartments and common areas via Genuix, an Embedded Energy Network* provider. Each apartment will have their own meter and will receive electricity at a reduced rate (subject to the amount of energy generated from the panels).  It is estimated that the total savings to owners will be a tariff discount of 5.25% and a total saving per kw/h of $1.52 cents.     

* An embedded energy network is a contract between the Strata (building owners) and an energy retailer for the latter to supply power to each of properties in Mankara.  Residents of Mankara can expect a 15% discount on their supply charge and electricity charge through this arrangement.  

DOES THIS PROJECT HAVE CURRENT DEVELOPMENT APPROVAL?

Yes. The Joint Development Assessment Panel (JDAP) meeting was held on 4 April 2018, and the letter advising of the decision (dated 12 April 2018) was emailed to Southcare’s consultants on 16 April 2018. Clause 70(2) of the Deemed Provisions (i.e., Schedule 2 of the Planning and Development (Local Planning Schemes) Regulations 2015) provides as follows: “The determination has effect on the day on which the notice of determination is given to the applicant”.  

Therefore, according to the Deemed Provisions, the approval runs from 16 April 2018. The Minister’s notice regarding extensions of approval as a response to COVID-19 was signed on 8 April 2020 and provides an extension of the approval for an additional two years (four years in total beyond the date of the original approval). On that basis, the approval is extended and current to 11.59pm on 15 April 2022.  

WHO IS THE PROJECT TEAM?

The project is managed by a Project Control Committee which includes members of the Southcare Board, executive and external co-opted experts. 

The development is powered by Southcare Inc with a robust team including Total Project Management, Cameron Chisholm and Nicol Architects, PACT Builders, selling agents Acton and local strata company Abode Strata.

WHY IS THE DEVELOPMENT HAPPENING?

Southcare undertook research in 2012/2013 to determine the needs within the community and the findings showed that people want to:

  • Stay in their own community
  • Live independently, not in an institution
  • Own their own home and leave an inheritance
  • Live close to facilities (shops, public transport)
  • Age in their own home and not have to move again for health reasons and to be:

-safe

-part of community life

-financially prudent and free from major expenses

-able to lock-up and leave

-have access to care and support services when they need it

There are over 27,000 people within a 10 km radius of Mankara who are 55 years of age or older. They seek to downsize and to have access to care and support services when they need it.

WHAT ARE THE COMMUNITY BENEFITS OF THIS DEVELOPMENT?
  • The development addresses a shortage of appropriate diverse housing for aged and dependent people. This development will provide accessible places for people and will meet universal design principles and best practice in building accessible places. Universal design supports an approach to building and house design that caters to the needs of people with all abilities in the community. 
  • Housing is a key issue in the creation of safer more connected communities. This development recognises housing and its importance to the welfare and wellbeing of aged and dependent people. 
  • The streetscape, café and community centre will facilitate community development, engagement, capacity building, social inclusion and psychological wellbeing.  
  • Local community members will have access to local services.  
  • This development will ensure aged and dependent people maintain their asset (their home), minimise change and provide a lower cost of living. 
  • As an aged care and community services specialist, Southcare will be able to support people as they age in their own home, should they choose to use Southcare and meet the necessary eligibility requiements.
  • Key benefits of purchasing an apartment include safety, maintaining independence, reduce risk of illness, familiarity and comfort, proximity to their loved ones, public transport local shops and local services.  
  • During construction it is estimated 100 jobs will be created. 
WHO CAN BUY AN APARTMENT?

Anyone is able to buy an apartment but they are only to be used for the permanent accommodation of:  

(a) a person who: 

(i) is aged 55 years or more; or 

(ii) has a recognised form of handicap requiring special accommodation; and 

(b) the spouse of that person and   

(c) one other person.” 

WHAT IS THE TITLE OF THE APARTMENTS?

Each apartment is strata titled, meaning anyone can buy them, so long as a person living there is 55 years of age or older. This apartment precinct offers a unique lifestyle.


With Mankara, you buy your apartment for life.


There are two separate stratas: one for the East side and one for the West side.


The complex will be professionally managed by local strata company Abode Strata.

Abode Strata are local to the City of South Perth and experienced in creating peaceful and well managed Strata communities. They are responsible for empowering and educating owners to achieve remarkable results. They will also resolve major maintenance issues and bring policy, procedure and governance into the built property.

  • Planning, development and consultation: 2011 – 2020 
  • Sales open: 2020 
  • Construction: 2021 – 2022
WAS THE COMMUNITY CONSULTED?

Yes. Consultation for Mankara started in 2011 and continues today.   


Consultation included information evenings, letter box drops, meetings with the Chairman and CEO with the CEO personally visiting, listening and talking with local residents.  


Of all the people that Southcare consulted with, and the research we have undertaken, a significant proportion cite they want this development.  


Key consultation milestones and activities included: 

  • April 2014 – CEO, CFO and the Town Planning Group (TPG) presented to the City of South Perth Council at an Ordinary Council Agenda Briefing 
  • June 2014 – Community Consultation – information evening for residents  
  • October 2014 – City of South Perth Councillors approved the request for a scheme amendment 
  • 2016 – Ongoing community engagement 
  • 31 October 2017 – At the City of South Perth Special Meeting Deputation re Development Application, our application was considered by the Metro Central Joint Development Assessment Panel (JDAP) where in accordance with the provisions of the City of South Perth and City of Perth Town Planning Scheme No.6, it was resolved to refuse the application 
  • 24 November 2017 – Appealed to the State Administrative Tribunal at a Directions Hearing  
  • 19 December 2017 – Mediation with Southcare Inc, Presiding Member and Metro Central Joint Development Application Panel (JDAP) with the orders made that the matter be referred to further mediation on
  • 14 February 2018 and Southcare was to provide revised plans and further information by 29 January 2018. 
  • 4 April 2018 – Southcare attended the Joint Development Application Panel (JDAP) with members of the community. The development application was approved, subject to a set of conditions which will enhance the streetscape and visual privacy of residents. 
  • 16 April 2018 – notice of Development Application determination given to Southcare. 
  • 2019 – during this year, activity included developing the:  

a) Interior design of each of the apartments  

b) Strategy to secure finance  

c) Public art concept  

d) Brand and marketing with the decision made to call the development Mankara to carry forth the history of the place of

Manning and Karawara  

e) Builder early contractor involvement Research into benefits of a Embedded Energy Network for residents  

  • February 2020 – Mankara put on hold due to COVID-19 
  • April 2020 – Mankara receives a two-year extension on its Development Approval (making it current to April 2022)
  • August 2020 – Mankara planning recommenced with a view to officially launch publicly before the end of the year 
  • 14 December 2020 – Mankara officially open for purchase 


Consultation continues in the form of updates in line with key project milestones. 

WAS COMMUNITY FEEDBACK TAKEN ON BOARD?

Yes.  The designs changed as a result of community feedback during the consultation process.   

The design changes included:  

  • Scaling the building from 2 levels on Pether Road to 3 and then 4 levels facing Manning Road 
  • Increasing the height of trees and improving landscaping on the boundary fence line (East and West sides) 
  • Adding privacy screens and trees  
  • Moving the gate location to reduce noise to neighbours 
  • Removing car bays on boundaries and increased landscaping  
  • Revising apartment layout including balcony/bedroom location and highlight windows in lieu of full windows to bedrooms on East and West boundary to increase neighbour privacy 
  • A roof in lieu of a balcony to suit the revised apartment layouts  
  • A redesign of the second level of the eastern wall to complement existing character of the suburb
